Yes, that is a pair of lips on the front of those shoes. I guess it makes a difference from the bows that have become all but compulsory on court shoes, and give the shoes a surrealist edge that some may enjoy. But personally, I think if my toes could talk they'd probably be giving me a stern talking-to about the horrors I subject them to on a daily basis, and would be happier with a more traditional (and mute) bow.
